Way old, but still relevant it seems. One way around it is to install the RSAT tools on your workstation, then when picking the Run As user browse to the local machine as a source and click Find Now. Browse down the list and click on System. You will see
it gets entered as BUILTIN\SYSTEM in the user field. Don't edit the GPO on the domain controllers any more. :)
